not delivered even though app says it was. received voicemail they cannot deliver because they have no drivers

Literally every time we order from here, the manager calls and says he doesn't have a delivery guy today. COVID, I get it. What I just cannot understand is why you don't close the store, set it to pickup only, or let DD to the delivery, or just remove yourself from DD entirely. A couple random times, is whatever, but this is pretty consistent.
